Hemwati Nandan Bahuguna Garhwal University is a public university located at Srinagar city in the Pauri Garhwal district of Uttarakhand state in northern India. Named after Hemwati Nandan Bahuguna, the University is residential cum affiliating with jurisdiction over Garhwal district of the region.

It is located on the banks of the river Alaknanda within the mid-Himalayas.It was established on 1 December 1973 as Garhwal University. In 1989, it was renamed as Hemwati Nandan Bahuguna Garhwal University. In 2009, it turned a Central University.

Garhwal University was based on Dec. 1st 1973 and that lead to the fulfillment of a long cherished dream of the local people. The university was renamed as Hemwati Nandan Bahuguna Garhwal University in 1989 within the memory of a quantity one statesman of the nation and the son of the soil, Shri Hemwati Nandan Bahuguna.
